Parking Fines

Hi-i'm new on this forum. I have a question about Parking fines. I parked at a railway station carpark (Apcoa) for the 20 minute free period, which I did not exceed. I forgot to get the 'free' ticket for the windscreen and found a parking ticket when I returned. I did a POPLA appeal which was rejected. Some months went by in which I heard nothing. Now ZZPS have written saying the fine is now £155.
What should I do next? This is different from the Beavis case and what about POPA 2012 - is it relevant>
