looked after child maternity grants

Please could I have some advice?

A 16 year old is on a full care order and is expecting a baby in January.

She cannot claim the maternity grant as she is not 18 and Social services have informed her that they will not be giving her a grant?

This doesn't sound right to me as she fell pregnant whilst in care and only gets £48.90 to live, which social care give her.

My understanding (and it could be faulty) is that those in receipt of certain benefits are eligible for Sure start maternity grant.
If under 16 years of age you cannot claim the qualifying benefits, but if a member of your family qualifies tey can claim for you.
