It is well recognised that the "Spanish Flu" outbreak of 1918-1920 emerged as waves of infection (Wiki, 2020).
The "emergency" in the UK is likely to continue for some time.
The lack of government preparedness and consequential over reaction are "irrational" (The Overwhelmed Brain Blog, 2020), so under what conditions might a government edict in the form of legislation or public announcement be ignored? No idea on this.
What legislation covers the emergency powers? What is the legal situation in England if I wish to...
Visit to my boat?
- Vessels on inland waterways require a licence from the waterways authority which is not granted without an insurance certificate. Many insurers stipulate that the vessel is not left unattended and demand regular physical checks of the boat in question. It could be argued that the vessel might loose insurance cover if it is not regularly inspected?
- Vessels on tidal waters are not subject to these rules. No idea yet.

Wills Act 1837, Section 9(c) related to signing and attestation of wills...
"s9(c) the signature is made or acknowledged by the testator in the presence of two or more witnesses present at the same time" ... You COULD be a (legally mandated) witness to the will of your mum/friend/etc.
Note ... good for two!
