    Seems interesting to me.
    Step1: Allow universities to put up fees, and watch them all 'compete' as to who is the best by most of them trying to claim maximum fees
    Step2: Allow launch of private universities
    Step3: Watch private universities undercut public universities and attract more students
    Step4: Profit through the reduced costs overall

    Or in real world language "how the govt intend to privatise the higher education sector by stealth"

    Are their "degree certificates" even worth the paper on which they are printed?

      They are official degrees, but as you say is that worth anything on paper? Time will tell. I would imagine that if the quality of the graduates they produce is high, then they probably are worth the paper.
