Well they got to pay for the reduction in tax collected due to reduction in tobacco duty, the consequential reduction in duty from liquor, the consequential drop in corporation tax due to the drop in profits from all the affected industries, then theres the drop in duty due to the increasing costs of motoring.

I'm sure theres a lot more besides.
