Restriction on Property - DEED, Not sure what it means - Copy attached

Hello,

I'm trying to administer my Late Mothers estate.

I've a property which is registered in someone else's name, but my late mother is named on a restriction relating to a deed which i have attached.

This the attached Deed give any lawful ownership of the property to my Late Mother thus forming part of her estate?
