Who should Executor pay first?

I am a joint executor of my late Uncle's estate, although the other executor hasn/t done anything at all.

I have drawn up the accounts and asked the beneficiaries to sign them off.

The beneficiaries are the two joint executors and one other. (All my late Uncle's nieces.)

As the principal executor, should I pay the third beneficiary before paying the joint executor or should I pay them both at the same time?

Pay them all with Cheques sent by recorded Delivery post at the same time no argument hopefully when you do it this way.

As soon as they sign off I see no problem in paying everyone at the same time.

Assuming that you are referring to the beneficiaries, and assuming that the estate is fully solvent, then as Wales01man suggests, pay them all out at the same time.
