Setting up LPA for relative with Parkinson's

My Brother in law has been struggling with Parkinson's for the last few years and now wishes to set up an LPA, unfortunately his mobility is not good nor is his speech, you really have to concentrate and listen hard.
Is it possible to arrange for a solicitor to visit him to set up these LPA's, he lives in Honiton.
Or what would you advise?
