Two Wills and a Codicil Confusion

Hi,

I was wondering whether anyone could advise over the following matter.

A family member made a will in 2016.
They then made a different will in 2017 with another solicitor.
They then in 2018, added a codacil to the will made in 2016 - they forgot that they had made another one in 2017.
Which of these two wills is valid?

the 2017 will revoked the 2016 will.
Adding a codicil to the 2016 will in 2018 does not of itself revive that will.

We have seen a raise in contesting Wills. To stop this rise continuing is patients can request their medical records not to be disclosed to stop fishing expeditions upon death.
