Absent sister also executor of Will?

My wife and her sister are both executors of their mother's will who died recently.
Trouble is her sister lives in the USA and due to covid wont be able to come to the funeral or help sort out the will!
The sister is quite happy to let us sort everything out but in what form can we get/need her permission to execute Probate etc?

This site (https://www.gov.uk/applying-for-prob...re-an-executor) also gives details on how to reserve power if she stands aside, but wants to retain the right to apply for probate later (eg if something untoward should happen to your wife so she is unable to continue with her duties)
