I am asking on behalf of a friend and her son who is suffering from stress - her son moved into a small new build flat in 2015 moved out in 2017 in this time he had not been billed for electricity it took some time to establish whio his provider was he had never had the meter read or any bills he eventually through the builder discovered it was SP. He spoke to Scottish Power who said they had no record of him or his address on the system , but then he was then sent a demand not a bill for £3000, he asked for a breakdown as the property was unoccupied in the day and was a small flat so thought the figure was extortionate.

He made many calls and and was eventually advised that they had never read the meter or billed him and couldn't supply a breakdown of charges to him so in the telephone conversation it was agreed by Scottish power to write it off . He thought that was the last of it and he moved out in late 2017 , he then received a debt collectors letter and advised them that it had been written off, they threatened to get a warrant , he once again called scottish power and was reassured there was no outstanding debt and they would deal with the debt collectors.
In Feb 2018 a letter was sent to his parents house demanding £3500 again threatening a warrant . He wrote and asked for scottish power to put in writing that this has been written off, record of all calls , all meter readings , the outcome of this request is that they have said that they were billing the totally wrong address they sent estimated bills covering a 2 year period all on one invoice in his name at an unknown address , and retracted their 'written off' statement that was made in the call and offered £50 as an apology for the incorrect information that he had been given.
They have ignored all requests for the telephone call transcripts

The latest email from them states they are admitting they gave incorrect information and billed the incorrect address etc, they have also said they made an adjustment for back billing and it is not possible to revisit this adjustment calculation
where do they stand ? any advice greatly appreciated
