to be honest mad, if they have tested the meter and it came back as working ok then there isnt a lot of ground for argument, the only thing you can do is ask for a payment arrangement to pay off the defecit....
The only other thing I can think may be an issue would be the timeswitch, is it a two rate meter (where you get cheaper units over night than in the day?) I was wondering if your night units are being charged during the day and vice versa....this would only really be relevent if you are using the day and night rates correctly though, for instance putting on tumble driers etc on over night.

Are you on storage heating or do you have GFCH?

Out of interest, did you get the results from the meter? and if so what were they?

lol yeah, it would be nice if that was the case but to be honest, if the timeswitch is fine and you use GFCH and the meter came back as accurate, the only thing i can put it down to is price increases really, have you compared the prices you were on last winter to now? I think you will see that the increase is pretty huge.... probably almost double.... I will pm you though hun xx
