Fraudsters are advertising on recruitment websites such as Indeed.co.uk
"We are looking for experienced Ebayers to expeand our online presence. We sell high end, electronics.
We are looking for people with verified Ebay and Paypal accounts with good feedback to list items on our behalf. Basically we are offering you free stock.
We are offering a commission deal. We supply the merchandise, you sell them and we split the money. Simple.
If you are an active eBayer, this is the perfect opportunity to make good money without ever leaving the house.
Please contact us via email or text for more info. Please do not call as we might not answer calls from unrecognised numbers. Email first."

There is no stock and no merchandise. The sole purpose is to gain access to eBay accounts that have favourable feedback in order to list non-existent items such as up-market hi-fi equipment and any electrical item that might have the potential to generate bids of more than £1000.

So criminals advertise on Indeed.co.uk
Their recruits then advertise on eBay.co.uk
Winning bidders pay by PayPal
Payment goes to the criminals via corrupt PayPal accounts
No commission to the 'recruits' is ever paid
Victims usually get their money back from PayPal
So there are no real victims, right?
WRONG.
Imagine you had an amplifier that you wanted to sell.
You list it on eBay using the auction option
It sells for £1000, and the winning bidder pays by PayPal
Out of that £1000 :-
PayPal take 3.4% (£34)
eBay take 10.3% (£103)
The total fees to these companies : 13.7% or £137
These fees are as high as they are in part to compensate for the huge amounts that eBay/PayPal pay out as part of the Money Back Guarantee system
If fraud was kept in check, it would save the companies hundreds of millions of ££
In turn, the selling and transaction fees would be much lower yet profits would be little affected
