Request Help on CPP Parking Charge Notice - won

Hi, I received a parking charge notice on 23/10/2015 by Car Parking Partnership (CPP) in a car park in the University of Warwick. This park is only accessible for university staff, and has a barrier at the entrance. My friend bought the parking permit, and he was not going to the university that day. Thus I used his card to get access to the car park. But when I was to leave for home in the afternoon, I found the parking charge notice attached on my car. It is my first time to deal such kind of problems and I could not find other thread talking about this car parking company. Could you please spare some time to provide me some help?

File everything and await a notice to keeper which should arrive between days 28 & 56. Upon delivery return for advice.

Hi M1,

Thank you so much for your help! I might not make myself clear. The notice was found to be attached to my car window, and it said that the appeal should be made within 28 days of the Date of Parking Event. I have updated the images, containing the photo of the notice. So, should I wait for another notice to be delivered to my home? Or should I make the appeal as soon as possible?

Wait until about 50 days from the 23/10/15 have passed then appeal. (gives hardly any time to send a compliant notice to keeper) Para 7&8 http://www.legislation.gov.uk/ukpga/2012/9/schedule/4/enacted if you wish to learn it.

Dear Sirs,

I, as registered keeper, wish to invoke your appeals process. The driver did not see any signs. I note your notice to keeper is fundamentally flawed when compared to PoFA 2012 schedule 4 para 8 in several aspects .

Should you reject my appeal please supply a popla code.
