I am not sure if I have written in the right place but am really panicking. I have also been sent a letter from Northampton County Court Business Centre. I will have to get all of my papers out of the loft to confirm the exact details. In April/May 2012 I took my mum shopping the Co-op in Ryde Isle of Wight. This was always a car park that you paid on leaving. I drove in and there was no one to issuing the tickets as previous. I parked in a disabled bay, clearly displaying mum's disabled badge and took my mum shopping. Mum is severely disable with arthritis. It took us just over an hour and a half but as I believed we had three hours I wasn't too fussed. Also if the man came back to the ticket box he never charged a lot of money for parking there. When we left there was no one to pay and thought "that was handy".
Some weeks later I received one of their so called Penalty notices. I tried calling and couldn't get through so wrote explaining my dilemma. I never heard back but continued to get bombarded with charges and them increasing them. To be honest if they had acknowledged my letter of appeal and said I still had to pay I would have paid the original amount but the charges kept going up. I had not noticed the signage, but later in the year I went back and there were a few signs saying free carpark for an hour and a half but nothing about the disabled parking bays. I went on line and every where I went I was told to ignore it as they can't enforce it. I did this and now I have a charge of £237.00. I feel that it is discrimination that they expect a person who is disabled to get their shopping completed in 1hr 30 mins.
I would like to defend my case and want to write about them being discriminatory, but I am unsure what to write or where to start. if there is another way to defend I would be grateful of any help please. Again if I have written in the wrong place could someone point me in the right direction please? I do not want to reply on line until I have had some advice. Thank you in advance for any suggestions.
