  • Multiple delayed Parking Charge Notices - Please help!

    So, in a nutshell, I've been very foolish...

    Last year (September-October 2019) there was a period of time in which I believed that my front plate couldn't be read by ANPR at an NCP car park. I spent months parking 5 days a week without paying. It was all going great until I got 9 Parking Charge Notices in the post. I quickly realised how stupid I'd been and managed to fork out the £570 I owed. 2 months later I received 5 more which followed on from the most recent ticket that I had paid (Dated the day after and so on). I'm now being chased by a debt collection agency.

    I know that Parking Charge Notices have to be issued within 14 days of the alleged offence. I have 5 letters from NCP apologising for them being served late "due to technical difficulties".

    If I get taken to court would the 14 day limit as stated in the Protection of Freedoms Act 2012 be enough to have these fines removed or is the fact that I paid ones dated 1 day earlier an admission to breaking their contract? If the Protection of Freedoms Act 2012 will save my bacon can anyone find the exact line where it says they must be served within 14 days? I was looking the other day but couldn't find it myself.

    Any help and advice is hugely appreciated!
