    Hi all,

    My wife today received a letter stating she had to pay £200 to Sunderland City Council relating to an unpaid parking fine. It did not state any date of offence but mentioned the first correspondence was not responded to and now the fine had increased.

    I hit the roof thinking she missed a letter, so she went off to call them. They are telling her that it relates to a fine issued in 2013. We have no record of any ticket nor letter from back then. It was a different car certainly and we have no way to know who was driving either.

    This feels unfair. I'm annoyed still as they pressed my wife with threats of sending a bailiff unless she paid money today and she has paid a partial payment under duress.

    What's the legal stance on this one? Should she have protested?

    This appears to be in relation to a Penalty Charge Notice rather than a Parking Charge Notice, which is actionable via county court.

    They have more experience concerning decriminalised penalty charge issues.
