    I'll try to keep this brief- I parked at an Excel operated car park. I paid in one pay and display machine. It kept my money but didn't issue a ticket. I tried at another machine. It wouldn't take my money. Two more machines were available but since I already paid, I got annoyed and left. I was parked for 21 minutes. I received a PCN through the post 19 days later (outside of the 14 days expected but neither Excel nor IPC care). I appealed with Excel. They rejected because I hadn't called 'from site' to report a fault. (I had no phone.) I appealed with IPC, arguing that their Code of Practice stated (at the time) that the amount of the fine needs to be a genuine pre-estimate of loss. They rejected because I hadn't called 'from site', and because "the parking charge has been issued pursuant to a specific contractual term and therefore the question of loss is not relevant".
    Why is it not relevant? I feel like they are saying that Excel can override the IPCs Code of Practice just by writing something on their signs.
    I have since complained to Excel - they ignored my letter but quoted bits of it in their 'appeal evidence', and I have complained to IPC who said they won't do anything until I have dealt with Excel.
    Since I parked here, the signs have all changed, the machine I used has had a black bin-liner wrapped around it and they no longer charge for up to 2 hours.
    Does anyone have any advice on how I should proceed with this? I am so angry that I have been charged £100 because their machines don't work properly and I didn't/couldn't phone them.

    File everything in a drawer and ignore anything but court papers.

    Keep an eye on the media on Wednesday as the supreme court are issuing a ruling on parking tickets. (Beavis).

    The IPC and IAS are cowboys.
