  • CPM parking charge notice

I have received PCN (sticker on car) on 22/07/2018. Then I have appealed to CPM and of course rejected. Then Appealed to the ISA, also rejected on 09/10/2018 saying pay with in 14 days (i.e 23/10/18). Now CPM has issued a letter on 12/10/2018 that my PCN is over due, how can they claim it is over due?.
Also my argument was the PCN was issued as 'No parking on access road / Roadways'. but the same road is used by resident and there is no allocated marking on the road, in fact no marking, I have provided photographic evidence of resident cars being parked their daily, all the time. How the residents are allowed to park on roadways then? There is no permit system in place.. can you please advise what should I do now?
