  • Parking Charge Notice from Horizon Parking

    Hi,

    My partner has just received a PCN from Horizon Parking for overstaying a 2 hour time limit in our local Sainsbury's. The alleged infringement took place on 7th May, the issue date of the PCN was on 11th May and we've just received the letter today on 29th May. Does this notice have to be served within 14 days of the alleged offence to be enforceable as I read some time ago on another thread that this was the case? If this is correct then can we ignore it? Also, there is a photograph showing the car but not the driver. Does the company have to prove who was driving the vehicle to be able to enforce the fine as the notice was issued to the registered keeper. Your advice on this matter would be greatly appreciated.

    In theory the 14 day limit for keeper liability is in play. Trouble is, how do you prove it arrived late ?
