Driver parked in a private parking Stockley Business Park.
Driver is a customer of Virgin Active gym and parked where most other customers park.
The alleged offence is that no parking bay lines exist and happened on July 2nd 2015
This is unfair for 2 reasons:
1 - This area should have parking lines and the reasons why there are not any is intentionally misleading for the purpose of issuing fines. However, there are 2 panels clearly showing the parking rules in the area where the vehice was parked, so claim on the ground of insufficient signage would probably not succeed.
2 - Virgin Active claims it is not their car park, most customers use this car park as it is private grounds, there is an agreement for customers to use this car park where in some areas a Gym permit needs to be displayed and in other areas, no permit is required.
In this case, this is regarded as a public area and while customers of the gym may park their car in this area, it is not specifically for customers of the gym.
The car did not block traffic and was parked where a space should have existed as can be seen from the Google satellite photo provided (space highlighted in red)
You will notice that no white lines existed on the Google photo, this suggests that the white lines marking may have been recenly painted or at least did not always exist before.
