Gemini chose which ticket to send my daughter

hi,
my daughter has 6 pcn from gemini and she appealed on the grounds that the signs were not there and they were being fitted on 8/10/2019.
the reply from gemini states that the signs were being adjust on that day.why would you need to adjust signs unless not readable.
have the shot themselfin the foot .please help my daughter is so upset and doesnt leave the house and her univercity are on her case which adds more upset.
