Parked in a disabled bay

Parked in a disbaled bay run by NPE PARKING outside a shop, for quite extreme reasons. Nearest space to stop and pull over had a choking 4 year old who also breath holds which cause passing out.
Got out to tend to them. There are photos of parking in the bay the total stay being 5 minutes.
Will there be any case here for a challenge? Do these places have any human compassion??

Was notice given to the driver at the time, or have you only received notification by post?
Could you post up the Notice to Keeper? (Obscure your personal details but leave dates visible).
Plus picture of site signage?
