If no windscreen ticket then this is not enforceable against the keeper as the NTK has to be received within 14 days after the event. If there was a windscreen ticket then the NTK must be received between day 28 and 56. Better to start your own thread so the advice doesn't get confused with the incident already being discussed in this thread.
