I don't think the writer of that letter really understood what was happening. How would a 15 minute drop off zone be of any use to you?
When you get confirmation from VCS that it has indeed been cancelled you may care to comment to that management that you didn't need the drop off zone. You understand the requirement for there to be no stationary vehicles at certain points on the airport roads but it would appear that VCS employees are disregarding the airport's security themselves/
