Sorry again but I'm unsure whether I should write back to them at this stage stating I cannot afford the current payment they're asking for or just wait until I receive an OfR and pay within that time frame, I'm working hard on coming up with the money for that £203.

The time this has gone if you had paid dribs & drabs here & there then it would have been paid by now. Just letting things slide will only increase what you are going to have to pay. Once Bailiffs become involved then that is a completely different ball game altogether and the costs will increase by at least £310 (if you ignore their letters) + you stand a good chance of your vehicle being removed (added costs) & sold (more costs).

Sorry, but you have reached the end of the road.
You have approx 6 weeks left in which to pay the £203, before it rises by another £300 odd for enforcement costs.

No one or bank you can borrow from?
Hate to say it, and would not recommend it, but payday loans are cheaper if you don't get sucked in!

Since last July, you have played the delaying game. The Council have been more than acccomodating, re-setting the discount three times and now giving an additional 28 days. Meanwhile you have done.....er, nothing.

Thanks to everyone who gave calm and helpful information, I'm not trying to produce a magic trick and have the fine vanish, I'm asking for the best way to pay for it NOW for someone who is suffering with finances and yes I acknowledge I messed up by not paying the original when it was reduced for me at the time at the discretion of the council.

People are saying pay back in drips and drabs and then others are saying the council will not accept installments...?

I will not have the money for when they want it by (31st March) So I guess I will have to wait till they send me an OfR asking for £203 and hope to have found a way to get the money to pay them back within the OfR time frame.

Thanks to all anyways for the advice, Those of you who helped me through this etc as it is much appreciated.

Hope anyone else reading this thread doesn't make the same mistake I did and nips it early.

You can only appeal a PCN at the initial stage (Notice to Owner). If you had not received the NtO, then the correct procedure is to wait for the Order for Recovery (OfR). Attached to the OfR will be a Witness Statement. This is wholly different to an 'Out of Time' witness statement.

The purpose of the witness statement is to rectify an earlier mistake (in your case being that you had not received the NtO).

You will need to tick box number one on the witness statement (I did not receive a Notice to Owner). An 'in time' witness statement is different from an 'out of time' witness statement in that with an 'in time' one, your statement is automatically accepted. The only reason for it to be rejected is if you had made an error on the form.

By ticking box number one, Camden Council will re-issue you a new Notice to Owner. On receipt of this, you may either pay the charge or alternatively....you may use this opportunity to make representation (in your case that the contravention occurred because your vehicle had suffered a car battery malfunction).

Do you have any recommendations of what I should do at this stage or what you would do In my shoes?

I was just going to wait until they see I won't be paying the £195 by the 31st of March and decide to issue an OfR to me after that and then pay the £203 within the time frame they asked before bailiffs or any of that sort get involved.

Do you think thats the best course of action for myself due to my financial situation currently?
