I received a letter from a debt collector back in December for an unpaid parking fine relating to a parking offence in September, over two months before. The amount was £160 as I had apparently ignored the original fine of £60. I had apparently parked in a disabled bay in a local shopping precinct, controlled by NPE. I had never received a fine/notice to keeper in the post and no ticket on my windscreen.
After getting another two letters from the debt collectors threatening court action (I had planned to ignore the demands) I wrote to them and NPE to say this, ie no fine or evidence had been received.
NPE claims to have sent me a notice to keeper within the correct timescale, they emailed me back with a copy of this letter dated within 15 days of the offence.
They have photos of me and my car for less than a minute's duration (including a pic of me driving off) with boot and door open, I had pulled in to do a big drop to the charity shop there and left the car running as I unloaded, it was the only bay available.
I'm unsure whether to appeal on the basis that I didn't get the notice to keeper or that I wasn't properly parked in the bay, merely stopping for a minute, that I just used it for a drop off. NPE has offered to reduce the £160 fine to £60.
Any advice please?
I have looked on MSE but nothing relevant to this odd situation....
I would be very grateful for any advice. NPE is notorious around here and I don't feel the fine is fair, nor do I like the very threatening way NPE has behaved, bullying tactics.....
The other option is to ignore but am not sure this is sensible as I don't want to end up in court?
