  • PCN for parking in Lay by

    Parked in lay by in Rugby, with double yellow lines running along the road not following the shape of the lay by and was issued with a PCN see attached photo. No signs to indicate no parking in the lay by or to be used by buses, police or other service vehicles only. I have challenged the PCN and there reply indicates the vehicle is parked on the highway covered by the yellow lines which cover all aspects of the highway paths and verges. My question is, is this entrapment providing a space to park but you shouldn't, if you are not allowed to park the markings on all the lay by I have seen follow the shape of the lay by. Was this a fair cop?

    Hi and welcome
    1) double yellow line restrictions apply to the whole of the highway, ie carriageway, kerb, pavement, verges
    2) double yellow lines mean no waiting at anytime, unless there are signs indicating seasonal restrictions.

    I suspect the layby is provided for the setting down or picking up passengers.

    It would appear to be a faircop, as you put it, and I would respectfully suggest you brush up on your highway code!
