  • county court business centre papers

Hi just received papers today that are from the county court business centre. Are these precourt papers not to be ignored. It says if I pay the ongoing pcn (charges escalating by the date with a daily rate of 7% I would pay bw legal. What I want to know is why excel are not pursuing this themselves. Does this mean they are no longer part of the issue of many letters to me from various companies some of which word their letters with untruths (and were the untruths just a ploy to get me to reply). I have entered into no correspondence with anyone and not appealed either as I am sure when I received the pcn (along with 2 very nice photographs of the backend of the said car) it was past the appeal date anyway. Also, what has really baffled me in all of this, how were the photorgraphs taken in the first place. The first is the car in the parking spot, the 2nd is the car driven about 2 feet out of the car park spot. There are no cameras on the entrance or exit of the carpark.
Incidentally the papers have lots of information to fill in even down to how much I pay for my tv licence and they are black and white photocopies, no nicely imprinted court stamps etc or coloured lettering to be seem and definitely no signature from anyone just like all the other rubbish I have received over the last year, never anyones signature.
