Looking through some of my old letters from and to vcs, I argued that they did not abide by certain clauses in the C of Practice and they replied "this recommendation is not a binding clause, The enforcement of any particular site is determined by the landowner and the operator. The IPC cannot determine when a sites terms and conditions are to become valid to enforce" --- Surely not I would have thought. I f this is true then the landowner and the operator could ignore all clauses in the C O P that would benefit the motorist in any way.
Thoughts anyone???
