To summarize the situation, we received a notice to pay almost £500 from newlyn for a PCN violation issued originally by Tower Hamlets for parking without a valid ticket.
We moved from the TH area some 11 months ago to Norfolk, we had made our new address known to the DVLA and our insurance company informing them of the change of address that was registered to the vehicle as well as all paperwork for the DVLA. However this does not happen immediately and in that time the PCN was sent to the old address, hence why it sat unanswered until it was handed over to Newlyn which is a debt collector.
My partner made a decleration to halt Newlyn explaining the situation to them asking for time to discuss and address the situation with TH directly.
We sent them a decleration stating that we would have dealt with the PCN immediately if we had known of it and asked if we could set up a payment plan with them as paying in full up front would put us in ahrdship and financial difficulty.
My question is: Does the council offer payment plans or are they able to refuse this and what is the situation regarding all of this, ideally we would like to pay them monthly in a manner that is easier for us without shirking responsibility for the PCN as we are not refuting it but rather would like to pay in smaller more affordable increments.
We have asked Tower Hamlets council for a payment plan but they refused this and are saying they have no obligation to do this, is this right and can they do this.
Any info would be greatly appreciated.
