Hi all, I would be grateful for some urgent advice/help please regarding a PCN I received in July 2014, for parking one wheel on a grass verge outside my parent’s home. I appealed the ticket 2 days after receipt (see attached) and this was rejected by the council, I was then advised that the next stage was the council would review my appeal for the 2nd time (?!), but I never received an outcome from this review. I then receive a notice from ‘TEC’ five months later and I called them on 16/02/15, they emailed me a TE9 form, which I completed and emailed back to them together with a copy of my originally appeal statement to the council – at the time I was recovering from an injury and this matter drifted from my mind due to other worries.
Tonight I received a visit for a bailiff company (Newlyn PLC), never heard from them before and they handed me a Final Notice of Removal letter, demanding a payment of £422 or they would clamp and remove both the vehicles on my drive. I explained that one was registered to my business, but their reply was unless I was prepared to recover the registration doc from the office 20 miles away, they were going to clamp it, which they did. I explained that I was currently receiving hospital treatment following a biopsy last Thursday and that I needed to attend a clinic appointment tomorrow (even showed them my appointment card) and that I needed a vehicle to attend hospital. Due to the worry of not being able to get to hospital and the fact they had parked across and blocked my drive, I felt bullied into having to pay their demand – had to borrow some money as finances are tight at the moment due to me being off work.
I strongly feel that the council issued the ticket unlawfully and felt I was right to challenge it and now I feel robbed by their debt collectors, especially as this couldn’t come at a worse time at the moment. Really not sure what to do next and really hoping this forum can give me some friendly advice.
