I have received a PCN from smart parking having been held up at work and overstaying in a car park in town - I overstayed by 19 mins! There is photographic evidence on the PCN. The charge is £60 rising to £100 if not paid within 14 days. Having read you forum threads would it appear that I have a case to argue ? This charge seems unfair as I have been charged the same amount as someone who fails to purchase a ticket. The carpark remains half empty since the introduction of this system - I can now understand why! Can you advise please??

Dear Sirs,
I, as registered keeper, wish to invoke your appeals procedure. The driver did not see any signs. I am under no statutory obligation to name the driver and will not do so.
Your notice to keeper fails to comply with PoFA 2012 schedule 4 para 9 and as i was not the driver i can never be liable for the charge.
Should you reject my appeal please provide a popla code.
