    Hi all, I am in need of help please. I live on a private estate with allocated parking bays, I have one. Since moving in 2.5 years ago to a new house CPM have taken on managing parking. To be honest in the whole time they have managed the parking I have seen operatives maybe a handful of times. I have a dog walker who has a permit for my bay, she arrived one day to find my car in the bay so stopped to run in to take my dog out in her car to the park. Whilst in my house long enough to get the lead on my dog my next door neighbour has taken a picture of her car and sent it to cpm who have used it and sent a pcn to my dog walker, charging her a discounted £60 charge. It was not cpm who have been along and witnessed the parking and issued a ticket, there is not any cctv equipment on my estate, the picture is not date stamped or timed. Also cpm quote on their site about signing up and sending pictures and receiving a £10 payment for doing so!
    Complete privacy! Not only is the issuing process quick and discrete, CPM also operates under complete confidentiality. Our parking tickets and signs have no reference to yourself, all correspondence are designed to make the motorist believe they have been caught by a CPM Patrol Warden. This underhand tactic is disgusting and surely not legal, encouraging others to do their dirty work for £10!!
    I need help of appealing this for my dog walker please.

                    Don't tell them who the driver is/was because they have failed to include all the required stuff for keeper liabiity to apply. This means the can only chase a driver who they don't know !

                    Dear Sirs,

                    I, as registered keeper, wish to invoke your appeals procedure. The driver did not see any signs. I am under no statutory obligation to name the driver and will not do so.

                    Your notice to keeper fails to comply with PoFA 2012 schedule 4 para 9.

                    Should you reject my appeal please provide a popla code.
