  • PPC for Disabled Bay via CCTV on Private Land

    My wife recently received an initial demand for £60 from NPE after I parked for 15 minutes (morally wrong I know) in a disable bay on a Private Car Park to collect a Pizza. I was driving, she wasn't. In light that ignoring a Parking Eye request a couple of years ago and never hearing anything further, we started the ignore tactic with Norfolk Parking Enforcement, but further investigation makes me think that this should not have been the case, because it's now July 2015, that we should have approached the situation differently.

    The invoice was issued via a static CCTV Camera.
    The initial letter was 'found parked outside of the advertised terms and conditions "Parking in a disabled bay without clearly displaying a Valid Disabled Persons Badge"
    Norfolk parking enforcement are BPA members and CCTV are covered as part of their practices.

    She has just received the second letter today demanding £100 having not appealed or entered into any correspondence. Can you please confirm that it's now too late for any type of appeal as it's missed the 28 day mark.
    The second letter arrived yesterday stating £100 is now required, which will rise to £150 if not paid.. Or for Driver details to be provided.

    I really could do with some assistance to know the best course of action to take. I've been reading stuff a whole day and I'm now more confused than ever. If she corresponds and gives my details even though this is outside of the 28 days, will the next invoice come to me as the driver and aside of the morality issues, is there any legality on private land for failing to show a blue badge in a disabled space.

    Or do I just bite the bullet and stump up the cash and put it down to a bad experience.
