    Hi there,

    I received a very lovely PCN in the post over the weekend. It was sent as my vehicle had been captured via ANPR(?) in a hospital car park and not paid for the duration of stay.
    The date of parking was 20th February 2015. The date on the letter was 7th March 2015, the date of postage was 19th March 2015. I received it after the 14 day period allowed to pay the reduced charge of £60. It is now £100.
    I had already paid for a £7 ticket upon exiting as I believed that that had been the correct amount for the time the vehicle was in the car park. To my knowledge there is no way of checking or confirming the time you entered the car park.
    I intend to contest this charge as I am happy to pay the extra £3 that the ticket should have been. The amount requested is ridiculous.
    Having read the BPA website, can I clarify that as they failed to send the PCN in the required time they cannot come at me with 'keepers liability'? Advice would be warmly welcomed! :tinysmile_twink_t2:

    The notice must be given by—

    (a)
    handing it to the keeper, or leaving it at a current address for service for the keeper, within the relevant period; or

    (b)
    sending it by post to a current address for service for the keeper so that it is delivered to that address within the relevant period.

    (5)
    The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.


    If they are claiming there was a windscreen ticket then it's different. See #8.

    Keep everything including the envelope.

    Dear Sirs,

    I, as registered keeper, wish to invoke your appeals procedure. The ticket you posted states the event was on 20/2/15 but is dated 7/3/15 and the envelope has a postmark of 19/3/15. You have failed to meet the statutory requirements for keeper liability. Please contact the driver.


    In any event your charges are penal in natureand not a genuine pre estimate of loss.




    Should you reject my appeal please supply a popla code.
