  • Civil Enforcement Ltd - Parking Charge Notice received

    Hi All,

    My girlfriend has just received a Parking Charge Notice from Civil Enforcement Ltd when we overstayed at a free Homebase carpark near ours. It arrived by post this morning. We overstayed as the "agreement" was apparently for 1 hour. We were with our daughter and were actually shopping in Homebase for the entire time which is additionally annoying.

    It was midday on a Tuesday and the carpark was practically empty.

    I have seen various threads on here and the internet that say we should request something called a POPLA code and appeal.

    Is this the right course of action?

    As well as giving the boss at Homebase some grief,

    Dear Sirs,


    I, as registered keeper, wish to invoke your appeals procedure. The driver was a genuine customer on site ( proof of purchase attached). In any event your charges are penal in nature and not a genuine pre estimate of loss.


    I am under no statutory obligation to name the driver and will not do so.


    If you reject my appeal please supply a popla code.


    Yours etc

    If they give a popla code, come back for further advice.
