Council and Jacobs pcn

I have received a 48hrs notice of removal from a Jacobs bailiff.
after looking at many websites which state that a notice of enforcement should have been given to me in person, giving me 7 days to pay the £82 fine + the £75 Jacobs fee. Can anyone help
