Could I reduce the amount of my 4 PCN's

Hello, I have done one conviction 4 times, actually 4 Sundays in April/May 2014. CCTV snapped me parking on "Loading only" parking bay. I thought that loading a shopping trolley in car is allowed though. I never received any letter in my house but that is my mistake because I changed my V5C book with my current address very late. I have my new logbook since 14.04.2014. I found out that I have 4 PCN's by checking in Barking and Dagenham council where I use to do shopping. On 30.05.14 bailiff clamped my car on behalf of B&D council so I decided to check if there is anything else on my reg plate and it was a bad surprise there. Now 2 PCN's are 2x£130 and 2x£195 (Charge Certificate). First one with Charge Certificatge will be in court on 17.06.2014 and the other one would be on 21.06.2014. I can't afford to pay it at one time because already paid £1024 for two bailiff clamps. The council worker in Barking and Dagenham council advised me to challenge all of them. She said i can mention the fact I never have received a letter. I accept the blame and I'm willing to pay but the initial amount of that fines or she suggested me to ask for reducing the price. If I challenge because of this facts would I have any chance for success?

You would need to try and appeal each one through the proper channels Chances of Success ?

Thanks for your advice, appreciate it, but I have to challenge this PCN's ASAP. Because Already third of them is rised to £195 and I found out that acctually "Loading only" sign doesn't restrict specific class of vehicle. Next thing is that they use CCTV enforcement, but that loading bay doesn't meet requirement for CCTV enforcement because they should be used in areas and roads whether is not allowed to stop or there is no pavement. This Loading bay is situated at Station Parade, this is the road in front of Barking Station but in location field they stated just STATION PARADE which doesn't comply with the regulations, there is no full address of the location of the conviction. After all this facts mentioned by me, I think I could get my penalties wiped because all of them are in relation of same conviction.
