I've recently got a PCN from Parking Eye and need some advice on whether to ignore or appeal. The alleged parking offence was in a hire car and they have ANPR photos of the car I hired entering and leaving the car park, they also claim to have the signed hire agreement from the hire company. The alleged offence was on 12/03/14. The date of issue on the letter is 05/04/14, which is a saturday, so second working day is 08/04/14. Is this outwith the time period in which they must send the PCN? Should I appeal on that basis or simply ignore?

I don't believe they have failed. They wrote to the hire company first and then to you. The time requirement was probably met with the notice to the hirer.

Yes you appeal but for the usual reasons of Not a GPEOL and the signage insufficient. Get thePOPLA code and then appeal to POPLA with help from the forum.
