Parking eye claim form missed

Hi guys basically I got one of these fines ages ago and I've now been used with a claim form. The problem is I didn't respond to it in time as the situation is my vehicle was registered at another address this letter didn't come to me straight away, I know your gonna say you deserve it but it was only temporary and it's insured at my address.



Do I still reply to the claim form or am I too late ?
