  • unfair parking fine and rejected appeal (CPM)

Hi, Just writing here to seek some advice around 2 parking charge notices that I have received.

I just moved into an address (apartment block) a month ago that has its own underground parking managed by CPM. we have a designated bay but are required to display a permit. I called them up and they gave me an application to fill out and provide proof that the vehicle is registered at that address which I did. a few days later they directed me to their online portal where I can apply for a replacement permit and need to pay £5. I did this and the permit took 3 weeks to arrive a ridiculous amount of time to receive a permit, quick to issue a fine but slow to give you the permit. in the mean time I was given temporary parking codes which I needed to display on my dashboard.

the designated parking space is one of those smart parking spaces that is on an electric ramp that can be raised so another resident can park their vehicle underneath. I left my code displayed on the dashboard but when I returned to my vehicle the week later as I had not needed to use the car as I work from home I found the code on the paper had fallen onto the floor by the passenger seat, I assumed it must have fallen from raising the ramp up and down repeatedly. a few days later I had received 2 parking charge notices issued on the 15th and the 20th may. I appealed them through the company submitting evidence that I was waiting on a permit and I even submitted all the valid parking codes that I had been issued with and I was in the designated bay. they rejected both appeals for both. saying that I was not parked in line with the advertised parking rules.

do I have a leg to stand on here, is it worth appealing to the IAS at the risk of having to pay the full fine or should I just pay the discounted rate and be done with it?

to me it makes no sense to issue 2 fines within a week apart to a resident who is waiting on a permit..... I dont understand either with technology why they cant register your number plate so when they look it up in the system they can see your authorised to park there.

any help and advice would be greatly appreciated.
