I was perhaps wondering if I could get some quick advice, regarding 3 parking tickets received during a single stay, as a result of an incorrect permit being displayed. I will try and make this as short as possible.
Thank you for your appeal received, in relation to the above detailed Parking Charge. We are writing to advise you, that, after careful consideration, we have concluded that the PCN was issued correctly and therefore your appeal has been unsuccessful.
The terms and conditions of parking have been exceptionally well advertised and are brought to the attention of the driver by way of the on-site warning signs. The signs state that all vehicles MUST display a valid permit at all times without exception. At the time of the contravention, you were not displaying a valid permit which is a direct breach of the terms and conditions of parking and were therefore issued a Parking Charge Notice (PCN).
Whilst we sympathise with your explanation, it is the driver's responsibility to ensure that when they exit the vehicle that the correct permit is securely fixed and displayed on the dashboard and you have attached no evidence to support your appeal claims.

Regarding the response, firstly there are on-site warnings, one is faded, however the on-site warnings do not show the type of permit required. Furthermore, evidence was submitted to show the multiple valid permits that I have in my possession to enforce this was a genuine mistake by a personal healthcare assistant in an emergency.
I am extremely disappointed with the person in charge of issuing parking fines around the estate. This person lives on the estate as a resident and issues parking fines as a part-time job. This person knows my circumstances extremely well and the old permit had my address clearly situated on it. In my opinion, the human route would be to knock on my door, inform of the mistake, where the personal healthcare assistant could rectify the situation.
Towards the end of rejected appeal letter it states I can contact the independent appeals service (IAS). Is this worth pursuing?

- I live in a gated estate, a company called Countrywide Parking, are responsible for all parking matters here.
- I’m electric wheelchair bound and unable to walk as a result of a severe disability. Unfortunately, my regular personal healthcare assistant did not show up and I required quick intervention from another private personal healthcare assistant.
- Unfortunately, I was bedbound when the replacement personal healthcare assistant attended. They took the permit from the kitchen drawer, obviously I couldn’t show. The personal healthcare assistant stayed with me for three days and they then received a parking fine for 3 consecutive days, due to incorrect permit being displayed.
- It seems that the replacement personal healthcare assistant, picked up one of the old permits that were meant to be disposed of a while back. I know that the others have been thrown away, however, I’m not sure how this one escaped.
- I appealed this and explained the circumstances to Countrywide Parking. This has been rejected with the following response:
