My son had been using a car park which ticket machines have not been functional for over 18 months, at the start of February he received 4 consecutive notices via the post requesting £100 for each notice, reduced to £60 if paid within 14 days, the evidence was photographs taken by a person of his car, there was no indication that the parking fees had been re-introduced and no parking charge notice was attached to his car.
The car park is not covered by ANPR.
He has appealed the notices which has been rejected and made reference to the fact that had a parking charge notice been fixed to the car at the time of the first event, the subsequent 3 notices would not have been given.
He is a single parent on minimum wage and does not have the funds to pay the notices, since he was made aware that the car park is live he ensures that he has a valid ticket.
