PCN

looking for some guidance,I am a bit shocked I never received PCN at first instance and suddenly the private PCN sent me for first-time debt collection letter to pay such a vast amount. I have no history what when and how it happened and they have sent me a letter via Guildways stating you have previously provided me with a note related to the debt. I never got any PCN at first instance or any letter . The address mentioned is missing the building name West plaza. This happened with TFL sometime back and they revised to initial PCN cost. I am happy to make the initial PCN payment as I never received its a similar issue that happened with TFL later they revoked back the original PCN amount and paid them. This a valid proof as I filled statutory declaration witness statement and TFL accepted it. I have and I can show it to them or to the court

I have written to DVLA as well in case there is an error there including the building name as some posts I am getting and some not
