Parking charge notice

Recently a driver of my car parked in a carpark with signs for paybyphone, and payment was paid in guest mode due to account registration not working. Their bankstatement shows a successful transaction for the correct amount. However a few days later I've received a parking charge notice from Parkingeye. Checking on Google Maps the carpark is also registered with JustPark. Is it possible the carpark is registered with two payment providers, or have the providers changed and the physical signs at the carpark not been update, hence the notice?

............or it could be a large car park with separate areas not very well delineated, managed by different companies.

After another look I think both schemes are operating the same spaces, with JustPark being the scheme to reserve parking and paybyphone for on the day parking.

Location is Mercure Box Hill Burford Bridge Main, oddly I can't see the location in paybyphone.

If that is the car park opposite the hotel the sign at the entrance clearly states "tariff payable at machine, reception or by phone"
How clear the signs are within the park can't be seen, but they would seem to lend themselves to confusion.

Presumably the PCN has been sent to you as the registered keeper.
For Parkingeye to transfer liability for the charge from the driver to the registered keeper the PCN has to comply completely with the requirements of The Protection of Freedoms Act 2012 (PoFA 2012) schedule 4.
It might be worth your while to carry out a detailed check of the PCN against PoFA 2012
