I recieved 4 parking charge notices from NCP more than 14 days (some more than 3 months later) after the event. It was on a Greater Anglia Railway carpark.
I read your forum extensively and appealed by sending one of your template letters to NCP (please see below). I know they've received the appeal letters because they've signed for them. This is the letter I sent:
Dear Sirs,
I have just received your Notice to Keeper ….. for vehicle ..…
You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.
There is no legal requirement to name the driver at the time and I will not be doing so.
Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

About 3 weeks later after sending my appeal letters, I've received the 4 letters duplicate but re-dated the 4th Feb rather than the 4th Jan, and no acknowledgment of my appeals, giving me a further 14 days to pay the reduced rate of £60 rather than £100. Plus they've sent a further 2 parking charge notices on top of the 4, also not sent within 14 days of the offense.
Around the time of these incidents, I'd had trouble with my bank card and it had been stopped. Had NCP sent me the parking charge notices within 14 days, I would have been alerted to the fact that automatic payments had ceased and I could have added a new payment method. I'd been a customer for years and always paid on time with no problems.
I would appreciate any help and advice on this matter.
