PCN - Not correctly parked

Hi All,
Could anyone help with the attached PCN that the keeper received for an alleged parking contravention. It states that the vehicle was "Not parked correctly within the markings of the bay or space". They have used a contravention code: 24
The place the vehicle was parked does not require a ticket, but states that there is only a max of 1 hour parking from 8.30 to 6.30.

Is the PCN enforceable? Have they used the right contravention code? Also the ticket was for 7.09am but the parking period is 8.30-6.30. Happy to post a photo of the car parked if useful.

If it was incorrectly parked then sensible to pay the reduced rate unless you can think of a suitable reason why not. It's not like a private ticket.
