Last year I, as registered keeper, obtained a PCN after the driver at the time slightly overstayed the time limit in a retail park. The car is registered to an address in Scotland (and so was my driving license/bank account). The approach I took based on advice I received was to ignore any correspondence because (a) County Courts have no jurisdiction in Scotland and (b) to take me to court in Scotland they would have to prove I was the driver, and keeper liability there does not apply.
Since then I have updated my driving license and bank details to an English address, but the car remains registered to a Scottish address (my parents, who can easily check on correspondence from the DVLA etc).
Can the PPC theoretically do anything now?
