    Dear Users,
    I unfortunately received a PCN back on the 13/11/19 affixed to my windscreen, which I was very annoyed about as thedriver had purchased a ticket from the machine and displayed in the car. The ticket had also had requested VRM registration plate which is printed on the slip, and the driver paid the machine using a card. I returned to the vehicle well before the expiry of the ticket to find a PCN affixed to the windscreen. I emailed the company straight away to say that there was a ticket present in the car and emailed photographic evidence. I checked the photographs they took of the car and you mysteriously cannot see the ticket in the displayed in the quarter pane. I received an automated response to my email, saying Appeals will not be dealt with unless you provide the driver of the vehicle at the time and a full name and address. I didn't like the idea of providing this information to the company (They are not the most reputable) as it would give them easier access to send letters. I then received a formal letter dated 13/01/2020 saying the £100 invoice is now overdue. Reason for issue being NO TICKET. So I emailed again, stating there was a ticket displayed etc, but PPL responded saying as I had not provided the drivers name and address within 21 days I was now not ellible to appeal. I have tried to enter the case number into the IPC appeals website, but it says the case number doesn't exist. Can anyone offer any assistance? I found the landowners details from Land Registry, so I can send them a letter too?

    So post up the PCN you received suitably redacted but leave dates.

    Have you, in all of this, identified who may have been driving at the time?* If* not then edit so that the identity of the driver cannot be inferred, use "the driver........" etc.

    They have to send the Notice to Keeper so that it arrives between days 28 and 56 to be able to hold the keeper liable if they don't know the driver.* They have missed that timing.*

          If the driver is not known then:


          Dear Sirs,

          I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

          You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 56 days as prescribed by section 8 (4) of the Act. *You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

          There is no legal requirement to name the driver at the time and I will not be doing so.

          Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

            In my original emails to PPL I did unfortunately use the words "I" had a ticket. I was naive and didn't think about unscrupulous parking attendants I thought it was human error that I got a ticket.**

              See what happens and see if they want to take it to court.* No appeal to the IAS, you will lose*

                  Nobody, except the occasional one, are successful with the IAS.* It is run by the same solicitors that run the IPC and promise their members an 85% rejection rate.* They played to the rules to start with until they get official recognition of their "independence " then it went downhill rapidly after that.
